Welsh highlighted several provisions within this plan that could significantly weaken Ukraine鈥檚 sovereignty, including limitations to the size of its armed forces and preventing Ukraine from joining NATO. While Ukraine鈥檚 primary objective remains securing reliable security guarantees, Welsh argues that the current proposed plan will not achieve this goal without significant changes. The plan is currently under re-negotiation.
