Over the p ast decade\, a growing body of research at the global and regional levels has demonstrated that parliamentary oversight is an important determinant of corruption and that effective oversight of public expenditure is an ess ential component of national anti-corruption strategies and programs. Howe ver\, little research has been undertaken at the country level regarding h ow parliamentary oversight is undertaken\, which oversight mechanisms are effective or on how national parliaments interact with other anti-corrupti on stakeholders. This book presents the results of a new large-scale\, qua ntitative analysis which identifies the mechanisms through which instituti onal arrangements impact corruption\, specifically through country case st udies on the Caribbean region\, Ghana\, Myanmar\, Nigeria\, Tanzania\, and Uganda. Addressing a gap in scholarly knowledge while presenting practica l policy advice for parliaments and for anti-corruption assistance agencie s\, this book will be of use to scholars interested in development\, anti- corruption\, public finance\, as well as members of parliament\, anti-corr uption practitioners\, and organizations working in parliamentary strength ening.\n\n\nSpeakers\n\n\n\nDr. Rasheed Draman\n\nDr. Draman has been acti vely engaged in Institutional\, Parliamentary\, Public Financial Managemen t\, Evaluation and Governance issues for the past twenty years. Dr. Draman has carried out pioneering work with more than 30 African Parliaments and a total 50 Parliaments around the world. He is President and CEO of the A frican Centre for Parliamentary Affairs and led many of projects working w ith Parliaments\, Civil Society and other key change actors\, particularly in Africa and Asia. Dr. Draman has also conducted needs assessments of a number of Parliaments around the world\, helped a number of African Parlia ments in their Strategic Planning\; designed and delivered training to MPs and staff in the budget process\; designed and delivered a number of trai ning seminars for MPs on financial oversight\, oversight of the extractive s sector and evidence informed policy making.\n\n\n\n\nDr. Rick Stapenhurs t\n\nDr. Rick Stapenhurst is an Assistant Professor at ɫֱ’s School of Continuing Studies and a Professeur Associe at University Laval . He has written extensively on issues related to anti-corruption and parl iamentary strengthening\; recent publications include Benchmarks for Democ ratic Parliaments (with Mitchell O'Brien and Lisa von Trapp)\, Following t he Money: Comparing Parliamentary Public Accounts Committees (with Riccard o Pelizzo and Kerry Jacobs) and Parliamentary Communication (with Gurprit Kindra). He was the Principal Investigator for the British Academy project Anti-Corruption Evidence: The Role of National Parliaments in Curbing Cor ruption He has a PhD from Australian National University.\n\n\n\n\nAgnes T itriku\n\nAgnes Titriku is the Program Manager for the African Centre for Parliamentary Affairs (ACEPA)\, where she plays an active role in the desi gn and implementation of programs and interventions for Parliaments within and without the African continent. She also coordinates the activities of the West African Association of Public Accounts Committees (WAAPAC)\, who se secretariat is currently hosted by ACEPA. She has eight years’ experien ce of active engagement in the field of Parliamentary Democracy and Govern ance. Prior to working at ACEPA\, she has worked with the Canadian Parliam entary Centre\, where she provided research and programmatic support to a number of parliamentary strengthening projects that were being implemented by the Centre.\n\n\n\n\nAnthony Staddon\n\nEducated at Southampton and Ne wcastle Universities\, Anthony has worked with a number of legislatures\, particularly from across the Commonwealth. He joined the Commonwealth Parl iamentary Association (CPA) in December 1999 as an Assistant Director. Bet ween June 2002 and December 2006\, Anthony headed the Secretary-General’s office working closely with the then Secretary-General of the CPA\, Hon. D enis Marshall\, a former Minister in New Zealand. He has also acted as a c onsultant for a number of international organizations including the World Bank\, the European Union\, UNDP\, the National Democratic Institute\, as well as the Office for the High Commissioner for Human Rights and the Orga nization for Security and Cooperation in Europe.
